US Senate Passes Russia Sanctions Bill Targeting Moscow's Energy Revenues

WASHINGTON -- The US Senate on August 7 overwhelmingly approved legislation aimed at tightening economic pressure on Russia over its full-scale invasion of Ukraine, advancing a measure that could give President Donald Trump authority to impose tariffs of up to 100 percent on major buyers of Russian oil and gas. The Senate voted 86 to 11 to pass the “Lindsey ⁠O. Graham Sanctioning Russia and Iran Act of 2026,” which would impose sanctions ‌on Russian officials and authorize steep tariffs on China, India, and other countries to reduce their dependence on Russian energy. The long-delayed measure was named in honor of Graham, the late Republican senator from South Carolina, who had championed tougher measures against Moscow for years. The Senate vote came after months of negotiations over how aggressively to target Moscow's war economy. The bill targets Russia's financial sector, political leadership, oligarchs, and energy revenues. It also includes expanded sanctions on Iran, including its weapons and energy industries. Ukraine says two Russian oil refineries hit, as Moscow targets energy sites

Ukraine has said it conducted multiple overnight strikes deep inside Russia, hitting two oil refineries, as well as patrol boats and other vessels in the Black Sea. President Volodymyr Zelensky said the Bashneft-Novoil and Slavneft-Yanos refineries were struck in the attacks aimed at limiting oil revenues Moscow "uses to finance" its war. Yaroslavl regional governor Mikhail Evraev said Slavneft-Yanos was on fire after what he called the "largest enemy drone attack". He said four people were injured. Meanwhile, Ukraine said five people were killed in Russian drone attacks in the north-eastern Kharkiv region. Russia's military said it targeted fuel, energy and transport facilities. Both Russia and Ukraine have in recent weeks intensified attacks on major cities, energy facilities and warehouses, as the vast front line remains virtually static and all mediation efforts to end the war have brought no breakthrough. Zelensky said on Thursday that the struck Bashneft-Novoil refinery in Russia's Bashkortostan republic was about 1,300km (808 miles) from the Ukrainian border, whereas Slavneft-Yanos was almost 700km (435 miles) away. At the time he fled Russia in September 2022, Aleksandr Menyukov was a witness in a criminal investigation targeting a close friend: a poet whose street readings of anti-war verses were considered a crime. Hundreds of thousands of Russians had fled after President Vladimir Putin that month ordered a military mobilization to shore up the sputtering invasion of Ukraine. But for Menyukov, who provided legal advice to Russians opposed to the war, the final straw was whenhe was badly beaten during a police search of his Moscow apartment. In Kazakhstan, he scrambled to renew his passport before it expired, a predicament made worse by the surge of other Russians rushing their own paperwork. He ended up in Poland a few months later with a humanitarian visa. Now life for Menyukov -- and potentially thousands, if not tens of thousands, of Russians living outside the country -- could become much more difficult.
