ICAC hears intercepted calls alleging political support and a $100,000 preselection offer

The NSW Independent Commission Against Corruption (ICAC) has heard intercepted phone calls involving Jean-Claude Perrottet and fugitive property developer Jean Nassif as part of Operation Rosny. The recordings, made in 2021 when Perrottet was managing Nassif’s investment portfolio at Medallion Finance, focused on political relationships, Liberal Party factional activity and Nassif’s concerns about NSW building commissioner David Chandler. In one recording, Nassif suggested providing $100,000 to one of Perrottet’s brothers to support a preselection, although he did not specify which brother the money was intended for. He also suggested the payment could instead be made to Jeremy Greenwood or Christian Ellis. In another conversation, Perrottet thanked Nassif for his “support for the family”, later describing the remark to the commission as a throwaway comment. A third recording, made shortly after Dominic Perrottet became NSW premier in October 2021, captured Nassif asking Jean-Claude Perrottet to pass a message to Dominic or Charles Perrottet about stopping or changing building commissioner David Chandler. Nassif alleged that he had been promised action against Chandler. Jean-Claude Perrottet characterised the suggestion that his brother Charles was working for Nassif as “crazy talk” and said he was unaware of any such arrangement. The inquiry also examined regular payments Perrottet received from companies associated with Jeremy Greenwood and Christian Ellis, as well as payments linked to his role in securing Catholic Schools NSW as a client. Perrottet said he could not recall what work justified some payments and dismissed a reference to “filthy schools money” in text messages as a joke. The commission also heard about Perrottet’s decision to travel to Fiji in 2023 to avoid appearing before a parliamentary inquiry. Separately, Liberal frontbencher Chris Rath apologised over a possible breach of committee confidentiality, while former upper house leader Damien Tudehope was also referred to the privileges committee.
