His investments, which combine the pursuit of profitability with his ideological vision of the world, have already begun to appear in the South American country. The new Venezuela after January 3 holds a completely different meaning for the United States. This is no ordinary foreign policy operation, as several illustrative cases show. In recent months, there have been visits from multiple high-ranking U.S. government officials, including Secretaries Chris Wright and Doug Burgum; a thaw in relations with Israel has occurred; and one of the most influential lobbying firms under the current Trump administration is establishing itself in Caracas. In this context, although they have not made major announcements, U.S. technology and arms industries are also eyeing Venezuela. Not attracted by a local market, but by strategic resource reserves, now largely controlled by Washington’s directives. For Venezuela, the pattern suggests that entry will not be through an open ZEDE but, as in Argentina, through privileged access negotiated with the government—banking first, then mining, energy, and data—with the risk of arbitration if a future government were to try to reverse the conditions. **Erebor Bank: The Foot in the Door in Venezuela** The entry into Venezuela is not through Palantir or a mining or energy company, but by occupying a key position in finance. We are talking about Erebor Bank, founded only in 2025 by Palmer Luckey, with support from Thiel’s Founders Fund. The entity has already appeared in Venezuelan news, but showing only the tip of the iceberg. There is talk of intentions to reach correspondent agreements when they are already operating. Erebor Bank’s strategic role is due to the oil sales scheme controlled by Washington, where foreign currency is deposited in U.S. Treasury Department accounts. To understand this, it is important to understand his philosophy and that of Palantir, Thiel’s flagship company, positioned at the intersection of data analysis, mass surveillance, and the defense industry. **Palantir: A Data Company and a Manifesto of Twenty-Two Theses** Palantir was formally founded in 2003 by Peter Thiel, Alex Karp—of whom we also speak—Joe Lonsdale, Stephen Cohen, and Nathan Gettings. The first external investments were notably from In-Q-Tel, a CIA investment vehicle, and Founders Fund. Whoever controls the cloud and the models that run on it extracts a rent—not ordinary commercial profit—from those who depend on that infrastructure to operate. A country with an energy surplus, cheap labor, and low environmental regulation, as Venezuela could potentially become, would not participate in this scheme as a value producer, but as a host territory; it would be the physical place where others’ servers are erected, while intellectual property, data, and rent remain in the hands of the companies—often the same ones already building military surveillance infrastructure—that finance and operate those centers. If the Palantir manifesto describes a philosophy, Venezuela’s mineral map describes its condition of possibility. The software-based hard power that Karp and Thiel speak of does not float in the air; it needs chips, sensors, batteries, heat- and fatigue-resistant alloys, and an entire mineral supply chain that is currently dominated, in its refining phase, overwhelmingly by China. Venezuela concentrates several of these inputs, including hydrocarbons, mineral resources, and large rivers. The Orinoco Mining Arc harbors gold, iron, bauxite, coltan, rare earths, nickel, copper, and increasingly mentioned, tungsten, whose price doubled between January and March 2026 amid supply shortages from China. Among the energy reserves, in this case it is not oil that stands out, but gas. One image summarizes better than any figure the problem and opportunity that Venezuela represents for the next generation of computing infrastructure: that of the flares in the eastern part of the country, burning day and night over the oil fields of Monagas, burning gas that no one captures or sells. According to PDVSA figures, Venezuela burns approximately 26.75 million standard cubic meters of natural gas daily, representing estimated losses of $4.12 million per day—around $1.5 billion per year—in energy that simply dissipates into the atmosphere. The most recent World Bank report, the _Global Gas Flaring Tracker 2026_ , confirms the magnitude of the problem: Venezuela ranks among the nine nations—alongside Russia, Iran, Iraq, Mexico, Libya, Algeria, Nigeria, and the United States—that concentrate more than eighty percent of global flaring, and occupies fourth place in the global ranking for 2025, a year in which planetary gas burning reached 167 billion cubic meters, its highest level since 2019. The International Energy Agency has been even more specific, stating that the venting and flaring intensity of Venezuelan oil facilities is twelve times higher than the global average, and the country concentrates nearly half of all methane emissions in South America. These water reserves also offer great hydroelectric potential: the Simón Bolívar plant at Guri has an installed capacity of 10,235 megawatts, generating more than 60% of the electricity the country consumes. The combination of both resources, abundant gas and water, reproduces the equation that attracted Thiel to Patagonia, while institutional weakness and the need for foreign capital reduce the host state’s capacity to demand stricter conditions. In that distribution, the country does not figure as the protagonist of its own progress, but as a provider of raw material—mineral, energy, and now also banking—that allows the cultures Karp does consider advanced to rearm. The irony is not insignificant: the same territory classified as regressive could prove indispensable for Germany and Japan to cease being so, according to the terms of the manifesto itself that describes them as countries “weakened” after the war. What is at stake, then, is not only whether Venezuela will secure investment, financial access, or international recognition, but rather what kind of political order it inherits in exchange for all of that.

Para Venezuela, el patrón sugiere que la entrada no será una ZEDE abierta sino, como en Argentina, acceso privilegiado negociado con el gobierno —banca primero, luego minería, energía y datos—, con el riesgo de un arbitraje si un futuro gobierno quisiera revertir las condiciones. **Erebor Bank: el pie en la puerta de Venezuela** La entrada a Venezuela no es a través de Palantir o una empresa minera o de energía, sino ocupando un puesto clave en las finanzas. Hablamos de Erebor Bank, fundado apenas en 2025 por Palmer Luckey, con apoyo del Founders Fund de Thiel. El ente ya ha aparecido en las noticias venezolanas, pero mostrando apenas la punta del iceberg. Se habla de intenciones de llegar a acuerdos de corresponsalía, cuando ya están operando. El rol estratégico de Erebor Bank se debe al esquema de ventas petroleras controlado por Washington, donde las divisas se depositan en cuentas del Departamento del Tesoro. Según fuentes con conocimiento directo de la información, Erebor es la encargada de transferirlas al Banco Central de Venezuela y otros entes estatales. El “neo-banco” opera, en la práctica, sin competencia real y respaldado por la administración Trump. Entre los próximos pasos en Venezuela, podemos prever un interés en sus recursos naturales, reflejando tanto reportes de fuentes cercanas como su visión ideológica y de negocios. Para ello, es importante entender su filosofía y la de Palantir, la empresa insignia de Thiel; ubicándose entre el análisis de datos, la vigilancia de masas y la industria de defensa. **Palantir: Una empresa de datos y un manifiesto de veintidós tesis** Palantir fue fundada formalmente en 2003 por Peter Thiel, Alex Karp —de quien también hablamos—, Joe Lonsdale, Stephen Cohen y Nathan Gettings. Las primeras inversiones externas fueron, notablemente, de In-Q-Tel, un vehículo de inversión de la CIA, y del Founders Fund. Hoy en día, Palantir cuenta con miles de millones de dólares con el gobierno federal de Estados Unidos, incluyendo el Pentágono, ICE y el IRS, así como con otros entes estatales de otros países, desde la salud pública británica hasta el Ministerio de Defensa español. En abril de 2026, Palantir publicó en X un resumen del libro _The Technological Republic_ de su cofundador Alex Karp, convertido en manifiesto de veintidós tesis. Estas fueron diseñadas para circular como eslóganes pero que, leídas en conjunto, revelan un programa de reforma completa del Estado disfrazado de vocabulario republicano. Karp habla en un nivel exotérico —deuda moral, servicio nacional, defensa de la democracia— mientras reserva un nivel implícito para su determinación real centrada en sustituir la burocracia estatal por infraestructura privada. Según Thiel, el poder duro de este siglo se construirá sobre software; las plataformas de Palantir no administran datos, se ofrecen como sistema de armas, y decisiones que antes correspondían a la deliberación pública quedan trasladadas a la ingeniería. Cualquier objeción se presenta como debilidad frente a China. Otras tesis avanzan un programa cultural —crítica a la introspección, indulgencia hacia los líderes empresariales, defensa de la superioridad cultural, rechazo del pluralismo—, la misma normalización de la agresión que Karp cartografió en su tesis, ahora aplicada a la jerarquización entre culturas. **Alexander Karp: el filósofo del cono de luz** Si Thiel aporta la filosofía de la excepción, Karp aporta la del lenguaje que la hace aceptable. Su tesis doctoral gira sobre _Selbsterhaltung_ , “la autoconservación”: el mecanismo por el cual un sujeto reorganiza sus deseos y miedos alrededor de la pura supervivencia. Formado en Haverford, llegó a Frankfurt en los noventa sin hablar alemán. Su tesis, dirigida por Karola Brede y escrita en alemán por decisión propia, estudiaba la agresión no como patología sino como integrador social, tomando como caso el discurso de Martin Walser en 1998, cuando denunció el “garrote moral” (_Moralkeule_) del recuerdo permanente del nazismo. Karp leyó la ovación de esa élite como prueba de que ciertas formas de agresión no se perciben como transgresión sino que son reclamadas por el cuerpo social que las recibe. La clave, tomada de Adorno, era el concepto de jerga que versa sobre un lenguaje legible solo para el círculo que lo comparte, que dice una cosa mientras transmite, en el subtexto, lo contrario. Ese marco reaparece en _The Technological Republic,_ donde retoma el discurso de Walser —ya sin el aparato teórico— para sostener que los alemanes nunca reconstruyeron una identidad nacional tras 1945. Su propia directora de tesis, Karola Brede, considera esa lectura simplificada, pero reveladora en la que la fuerza militar y de vigilancia no son una anomalía a reprimir sino un elemento legítimo de cohesión, si el cuerpo social la acepta como normal. Palantir no vende solo software, vende la promesa de que el poder de vigilancia puede ejercerse sin ser percibido como transgresión, envuelto en el lenguaje de la seguridad y la defensa de Occidente. Ese marco —agresión como integrador, jerga como vehículo de un mensaje doble, cultura y pulsión como fuerzas en tensión permanente dentro de lo que Habermas llamaba el _Lebenswelt_ “mundo inmediato” en español— no quedó archivado en una biblioteca. Reaparece, transfigurado, en el proyecto empresarial que Karp construyó después de abandonar Alemania y cruzar el Atlántico hacia San Francisco, donde conoció a Thiel. Esa convicción se traduce en el mecanismo que la compañía llama “ _land and expand_ ”: se entra a una institución con un contrato acotado, y con los ingenieros llega una ontología, el conjunto de categorías con que el sistema organiza la realidad institucional; la dependencia técnica se vuelve conceptual y luego política. El Servicio Nacional de Salud británico y el Ministerio de Defensa israelí ilustran ese historial; en el Ejército estadounidense, ejecutivos tecnológicos —uno de Palantir entre ellos— fueron incorporados como oficiales de reserva sin dejar sus cargos corporativos. Arriba, los fundadores interpretan la amenaza; en el medio, los ingenieros la traducen en código; abajo, los ciudadanos aportan los datos que el sistema convierte en expediente u objetivo. **Venezuela como _Bestand_** : **la reserva permanente y disponible** Entre las lecturas alemanas que marcaron a Karp en Frankfurt —según el propio relato de Karola Brede— figura Heidegger, de quien tomó prestado, a través de Habermas, el problema de los conceptos intraducibles. Pero hay otro término heideggeriano, ajeno a la tesis de Karp pero pertinente para esta sección, que ilumina mejor que ningún dato aislado el lugar que Venezuela ocupa hoy en la mirada de Washington y de Silicon Valley: el de _Bestand_. En alemán designa “la existencia disponible o reserva permanente”. Con esa palabra, Heidegger describía el modo en que la técnica moderna deja de ver la naturaleza como algo con sentido propio y empieza a mirarla únicamente como recurso a la espera de ser movilizado, almacenado y puesto a producir. Bajo esa premisa, un río ya no es un río sino una central eléctrica en potencia, un bosque ya no es un bosque sino una reserva de madera. Leído bajo esa clave, lo que sigue no es solo un inventario de minerales y megavatios, sino la descripción de un país entero convertido, en la mirada ajena, en _Bestand_ , es decir un territorio disponible antes que nación con historia propia. Aquí conviene introducir el término “tecno-feudalismo”, cada vez más usado para describir una nueva etapa del capitalismo en el que la disputa central ya no es por el control de industrias y territorios, sino por la propiedad de la infraestructura de cómputo, los datos y las plataformas que median el acceso a ambos. Quien controla la nube y los modelos que corren sobre ella extrae una renta —no una ganancia comercial ordinaria— de quienes dependen de esa infraestructura para operar. Un país con superávit energético, mano de obra barata y baja regulación ambiental, como podría llegar a ser Venezuela, no participaría en ese esquema como productor de valor, sino como territorio anfitrión, sería el lugar físico donde se levantan los servidores de otros, mientras la propiedad intelectual, los datos y la renta permanecen en manos de las empresas —muchas veces las mismas que ya construyen la infraestructura militar de vigilancia— que financian y operan esos centros. Si el manifiesto de Palantir describe una filosofía, el mapa mineral de Venezuela describe su condición de posibilidad. El poder duro basado en software del que hablan Karp y Thiel no flota en el aire, necesita chips, sensores, baterías, aleaciones resistentes al calor y a la fatiga, y toda una cadena de suministro de minerales que hoy está dominada, en su fase de refinación, de manera abrumadora por China. Venezuela concentra varios de estos insumos, entre hidrocarburos, recursos mineros y ríos caudalosos. El Arco Minero del Orinoco alberga oro, hierro, bauxita, coltán, tierras raras, níquel, cobre y, cada vez más mencionado, tungsteno, cuyo precio se duplicó entre enero y marzo de 2026 en medio de la escasez de suministro chino. Entre las reservas energéticas, destaca en este caso no el petróleo, sino el gas. Una imagen resume mejor que cualquier cifra el problema y la oportunidad que Venezuela representa para la próxima generación de infraestructura de cómputo: la de las antorchas del oriente del país, ardiendo día y noche sobre los campos petroleros de Monagas, quemando un gas que nadie captura ni vende. Según cifras de PDVSA, en Venezuela se queman diariamente cerca de 26,75 millones de metros cúbicos normales de gas natural, lo que representa pérdidas estimadas en 4,12 millones de dólares por día —alrededor de 1.500 millones de dólares al año— en energía que simplemente se disipa en la atmósfera. El reporte más reciente del Banco Mundial, el Global Gas Flaring Tracker 2026, confirma la magnitud del problema y es que Venezuela figura entre las nueve naciones —junto a Rusia, Irán, Irak, México, Libia, Argelia, Nigeria y Estados Unidos— que concentran más del ochenta por ciento del flaring mundial, y ocupa el cuarto lugar del ranking global de 2025, un año en que la quema planetaria de gas alcanzó los 167.000 millones de metros cúbicos, su nivel más alto desde 2019. La Agencia Internacional de Energía ha sido todavía más específica afirmando que la intensidad de venteo y quema de las instalaciones petroleras venezolanas es doce veces superior al promedio mundial, y el país concentra casi la mitad de las emisiones de metano de toda Sudamérica. Ese gas desperdiciado —sobrante de la extracción petrolera, sin infraestructura que lo capture, procese o transporte— es exactamente el tipo de recurso que ha empezado a interesarle a la industria de la inteligencia artificial en otras partes del continente, y el caso más elocuente para entender porqué es el de la propia Patagonia argentina, donde Peter Thiel lleva más de un año construyendo, con dinero y tecnología concretos, el modelo que podría estar pensando para Venezuela. A ese excedente de gas se suma un segundo recurso que Venezuela posee en una escala que pocos países de la región pueden igualar: el agua dulce. La refrigeración es, junto con la energía, el segundo gran cuello de botella de cualquier centro de datos de alta densidad. Aquí pueden entrar los grandes ríos venezolanos, destacando el Orinoco, el tercero más caudaloso del mundo. Estas reservas de agua también ofrecen un gran potencial hidroeléctrico: la central Simón Bolívar en Guri tiene una capacidad instalada de 10.235 megavatios, generando más del 60% de la electricidad que consume el país. La combinación de ambos recursos, gas y agua abundantes, reproducen la ecuación que atrajo a Thiel a la Patagonia, mientras que la debilidad institucional y la necesidad de capital extranjero reducen la capacidad del Estado anfitrión de exigir condiciones más estrictas. El Arco Minero, las cuencas de hidrocarburos y los ríos como el Orinoco y el Caroní; leídos bajo esta clave, dejan de ser accidentes geográficos de Venezuela para convertirse en _Bestand_ a escala nacional, siendo para Palantir un país entero disponible como reserva de materia prima y de cómputo para la república tecnológica que sueñan Thiel y Karp. **El pasado que se quiere superar** Hay una palabra alemana que la propia tesis doctoral de Karp obliga a traer a esta sección final: _Vergangenheitsbewältigung_ , la “superación” o el “ajuste de cuentas” con el pasado que Alemania nombró desde los sesenta, es también el problema de fondo de la tesis de Karp, especialmente en su caso de estudio, el discurso de Walser de 1998, es el momento en que una parte de la élite alemana intentó declarar cerrado ese proceso. Casi treinta años después, la tesis quince del manifiesto de Palantir retoma ese impulso, desplazado del terreno simbólico al militar: “la neutralización de Alemania y Japón tras la guerra debe revertirse”. El peso del pasado —culpa, pacifismo constitucional, límites al gasto militar— es, para Karp, un obstáculo a remover antes que una lección a conservar. Ese impulso tiene una cadena de suministro concreta en el caso de dos países mencionados en el manifiesto de la empresa, hablamos del rearme alemán y japonés depende de insumos que abundan en el subsuelo venezolano, necesarios para producir en cantidades que Berlín y Tokio no fabricaban desde 1945. Cada mineral venezolano cumple, en ese sentido, una función específica dentro de la cadena que sostiene tanto el rearme alemán y japonés como el negocio de Palantir: Coltán (columbita-tantalita): el tantalio se usa para condensadores de alta densidad en electrónica militar y de guiado; niobio para aleaciones superresistentes en motores de turbina y componentes aeroespaciales. Tierras raras: funcionan como imanes de precisión para misiles guiados, drones, radares y motores eléctricos de uso militar; un rubro en el que China concentra más del noventa por ciento de la capacidad mundial de refinación. Tungsteno: es esencial para blindajes, penetradores y municiones de alta densidad; su escasez global ya duplicó su precio en el primer trimestre de 2026. Níquel: se usa para aceros especiales y superaleaciones para cascos navales, blindaje y componentes sometidos a altas temperaturas, como los de motores a reacción. Cobre: funciona para el cableado, electrónica de a bordo y sistemas de comunicación militar, con Venezuela entre los países que concentran una porción significativa de las reservas mundiales. Bauxita y hierro: sirve para el aluminio y acero estructural para blindaje ligero, fuselajes y construcción naval. Asegurar el acceso a esa retaguardia mineral no solo diversifica la cadena de suministro de Washington frente a China: fortalece directamente la posición de Palantir como proveedor de la capa de software que organiza y prioriza el uso de ese hardware, desde la extracción del mineral hasta el sistema de armas final. Cuanto más dependan Alemania y Japón de minerales extraídos, procesados y clasificados dentro de una infraestructura logística en la que Palantir tiene ya un pie adentro, más se cierra el círculo entre el manifiesto que reclama el rearme de las dos potencias derrotadas en la Segunda Guerra Mundial y la empresa que se beneficia de proveer la inteligencia artificial que ese rearme necesita para funcionar. En Japón, el giro ya no es hipotético, puesto que desde febrero de 2026 la primera ministra Sanae Takaichi acelera el gasto militar al dos por ciento del PIB con un presupuesto récord de 58.000 millones de dólares y levantó la prohibición de décadas sobre exportación de armas letales. Palantir ya tiene oficina en Tokio y próximamente jugará un rol clave en el rearme japonés. En Alemania, el caso es más ambiguo. Friedrich Merz busca “el ejército más poderoso de Europa” —exactamente lo que pide la tesis quince del manifiesto—, pero la Bundeswehr excluyó a Palantir de su nube militar por soberanía tecnológica, y Alemania y Francia desarrollan un sistema de inteligencia propio. Esa resistencia convive con la presión de JD Vance y Elon Musk por normalizar a la AfD, el partido de extrema derecha nacido del mismo malestar con el _Vergangenheitsbewältigung_ oficial que denunció Walser, el país que vio nacer a Thiel y a la tesis de Karp es, a la vez, el aliado más obvio de su proyecto en el rearme y su resistencia más firme en la soberanía de los datos. Por ello empujarán para que una fuerza aliada gobierno el eje franco- alemán en el corto plazo. **Lebenswelt** En agosto de 1939, Einstein le escribió a Roosevelt para advertirle que la física nuclear ya no era solo ciencia, era poder militar en potencia, y que Alemania había dejado de vender uranio. Seis años después, Hiroshima y Nagasaki inauguraron una era extraña, la única en la historia en que un arma fue tan devastadora que su propio uso se volvió su mejor disuasivo. Venezuela entra en esa guerra sin haber sido invitada a discutir sus términos. No como frente de combate, sino como uno de los territorios donde se decide, silenciosamente, de qué lado de la jerarquía cultural que traza Karp va a quedar, cuando escribe que “algunas culturas han progresado significativamente” mientras otras permanecen “disfuncionales y regresivas”. No está describiendo un hecho neutral, sino anticipando un reparto de roles. En ese reparto, el país no figura como protagonista de su propio progreso, sino como proveedor de la materia prima —mineral, energética, ahora también bancaria— que permite que las culturas que Karp sí considera avanzadas puedan rearmarse. La ironía no es menor, el mismo territorio clasificado como regresivo podría resultar indispensable para que Alemania y Japón dejen de serlo, según los términos del propio manifiesto que los describe como países “debilitados” tras la guerra. Lo que está en juego, entonces, no es solo si Venezuela conseguirá inversión, acceso financiero o reconocimiento internacional, sino qué clase de orden político hereda a cambio de eso.
