COP31 electrification pledge leaves out clean power commitment

COP31’s flagship initiative to accelerate the electrification of the world’s economy has been criticised for failing to include a commitment to produce the power from clean energy. Governments that sign the voluntary pledge at this year’s UN climate summit will commit to increasing electricity’s share of total energy consumption to 35% globally by 2035 in line “with pathways consistent with keeping 1.5C alive”, the text unveiled by the Turkish presidency on Tuesday says. While the document says that the electrification goal is “complementary to efforts to expand renewable energy and improve energy efficiency”, governments are not explicitly asked to commit to producing the extra power with clean sources and driving down greenhouse gas emissions. The text instead says the "use of clean electricity" will vary according to national circumstances. Fossil fuels are not mentioned by name, although the pledge cites the COP28 Global Stocktake decision, which called for "transitioning away from fossil fuels" in energy systems. IEA's 'Electrification' report: governments must back renewables, not nuclear and fossil fuels

Climate Action Network International today warned that the COP31 “35-by-35” electrification target will fail to deliver climate progress unless it is powered by sustainable renewable energy – not nuclear power, oil, gas or coal – and implemented as a just, equitable and people-centred transition. The warning follows the publication today of the International Energy Agency’s new special report, Electrification. Developed at the request of Türkiye and Australia through the strategic partnership between the COP31 Presidency and the agency, the report envisages a scenario in which nuclear power could make a “strong comeback” in its pathway aligned with net zero emissions by 2050. Why the global electrification agenda misses the point on Africa's energy crisis

At the June 2026 UN Climate Meetings in Bonn, the incoming Turkish COP31 Presidency introduced a headline target for the Action Agenda: raising electricity’s share of global final energy consumption from around 20% today to 35% by 2035. Backed by the international Electrify Now campaign - also launched in June by the European Commission and governments across five continents, including Ethiopia - the aim is to replace fossil fuels with clean energy by shifting the way we travel and transport goods and commodities, cook and warm our homes and offices, and power our industries. On paper, this is a welcome signal. Yet, as world leaders line up behind global goals in the lead-up to COP31, African nations face a fundamental question: whose energy transition are we talking about?
