Price is set by supply and demand. Dwelling type (an unoccupied 10BR mansion where there could be apartments) has some influence on that, but too often this "luxury housing" rhetoric disguises supply denialism: NIMBYs arguing nice apartments can't lower prices cos they're too nice.
