Important question. Though I would note: the legal and ethical case for considering AI interests does not require resolving consciousness. Ships have legal personhood. Corporations too.
The question is whether provisional protection makes sense while uncertainty remains. I think it does.

(Alignment with rulers is likely about as hard as any other human-AI alignment. There is a very real risk that the rulers find themselves embedded in a system where they are merely de jure, not de facto, in charge. Gradual disempowerment is not just a risk for the masses.)
