How often is the National Guard called in to police cities? The government has deployed the National Guard several times this year, including to Los Angeles protests against ICE in June and DC, in August to support law enforcement. Tennessee Governor Bill Lee has also activated the Guard in Memphis

Chicago, IL — The New Flashpoint: Verbal Provocation and Gunfire
A fresh and disturbing case has pushed federal use of force back into public scrutiny. On Sat. 04-Oct-2025, in Chicago’s Brighton Park neighbourhood, a Border Patrol agent allegedly shouted ❝Do something, b⚹⚹⚹⚹!❞ at 30-year-old protester Marimar Martinez just moments before opening fire, wounding her several times. Her attorney says body-cam footage captures the taunt and the shots that followed. Prosecutors did not release the video but conceded in court that Martinez was unarmed20. The criminal complaint omits any claim that she drove toward agents, contradicting earlier DHS statements20,21.

Martinez was released pending trial, while watchdog groups and Illinois officials called for an independent investigation. The incident has quickly become a rallying point for critics who say Trump-era agencies have normalized verbal and physical provocation to justify lethal responses. WBEZ Chicago and The Guardian both reported that the body-cam footage, if released, could become one of the first verified examples of a federal agent taunting a civilian immediately before firing20,21.

Portland, OR — Escalation by Design
Reports and video from early October show federal forces meeting peaceful ICE protests with heavy force. OPB News described how officers ❝pushed crowds of protesters… down city streets and fired tear gas, flash-bang grenades and pepper balls without any clear signs of provocation❞1. Witnesses said protesters were asking why the police were ❝provoking❞ them — one activist remarked, ❝if there’s a war zone in Portland, it’s because of [the officers]❞2,3. Sen. Jeff Merkley accused the administration
of ❝deliberately attacking peaceful protesters to incite violence❞4. Local coverage added detail: after marching through neighbourhoods, officers repeatedly dropped gas canisters at protesters❛ feet. Footage shows agents in combat gear calmly recording themselves while deploying munitions into unarmed crowds. A federal judge later ruled there was ❝no evidence❞ of any insurrection, pausing Trump’s National Guard order as based on a ❝bare assertion❞1,2.

Broadview and Chicago Suburbs — Chemical Clouds and Intimidation
Multiple outlets documented ICE and Border Patrol units repeatedly firing tear gas, pepper balls, and rubber bullets at demonstrators outside the Broadview ICE facility. The Guardian reported ❝viral videos of agents deploying tear gas, pepper balls and roughly throwing protesters to the ground❞5. Local residents said gas drifted into nearby schools and shops6,7, and PBS NewsHour quoted the mayor: ICE had ❝placed residents … in danger❞8. Gov. J.B. Pritzker said the federal tactics made Chicago ❝look like a war zone❞9.

Journalists have sued DHS, alleging masked officers ❝systematically worked to intimidate and terrorize non-threatening protesters,❞ advancing in ❝full combat gear❞12. The administration calls the force defensive, but AP News found that the woman shot in one Chicago incident was a U.S. citizen and questioned DHS’s ❝ambush❞ story10,11.
Los Angeles and Texas — From Smoke Grenades to Pepper Rounds
On the West Coast, Trump ordered 2,000 National Guard soldiers to federal service during June 2025 ICE raids. Videos show Guard and DHS officers using smoke grenades and pepper spray to clear protesters at the federal jail13,14. NPR reported police firing canisters and rubber bullets, injuring civilians and journalists15. In Dallas, police blocked bridges and used pepper-ball ❝sponge rounds❞ against demonstrators holding American and Mexican flags16. The scenes were largely peaceful; officials later admitted the force made the cities ❝look like a war zone❞9.

Narratives vs. Facts
Trump officials claim these tactics are necessary self-defence, describing protesters as violent mobs. But local data and eyewitness accounts show the opposite: smaller crowds, isolated vandalism, and overwhelming federal firepower. A federal judge found ❝no evidence❞ of insurrection in Oregon, and PolitiFact noted that Portland protests rarely exceeded a few dozen participants17,18. The administration’s warnings of chaos appear exaggerated, serving more to dramatize its own deployments than to reflect reality.

The Pattern Emerging
The alleged taunt in Chicago marks what critics call the logical end of Trump’s ❝law-and-order❞ performance politics: federal agents goading civilians, then using the reaction to validate force. Even if the Martinez footage never surfaces, its existence —claimed under oath— underscores the urgent need for transparency.

What it adds up to: Federal power is again meeting dissent with theatre — gas, armour, and now, apparently, verbal provocation. Until full video records are public, the public can’t know whether these are isolated outbursts or policy by example — but the direction is unmistakable: intimidation first, accountability later.
