This is the tiniest of tiny critiques and not a shot at the OP because that's the Vatican's translation, but I wish when we offered translations of Latin mottos, we tried to be clearer with the brevity of the Latin.
It reads, "In that one, one."
I might translate, "In that one, [we are] one."

Because my brain wants to jump straight to "intentional statement on Leo's part" but I don't know enough of seniority in the Anglican Communion *or* of the inner machinery of the Vatican to know if that's even plausible.
